In fact, much of this evidence such as the Soros leak and all the stuff talking about cooperation, indicates that creating ISIS and even creating refugees was very much a design goal in a bigger plan. It mirrors previous creation of Al Qaeda, and the creation of a failed state in Libya that we handed to ISIS is another example.
“As I’ve said before, this aspect of our strategy was moving too slowly. But the fall of Ramadi has galvanized the Iraqi government. So, with the additional steps I ordered last month, we’re speeding up training of ISIL forces, including volunteers from Sunni tribes in Anbar Province.”
The White House later changed its transcript of the speech online putting the word “Iraqi” in brackets after the word ISIL, correcting Obama’s mistake.
According to the newly declassified US document, the Pentagon foresaw the likely rise of the ‘Islamic State’ as a direct consequence of the strategy, but described this outcome as a strategic opportunity to “isolate the Syrian regime.”
https://www.youtube.com/watch?v=Dqn0bm4E9yw In this video Hilary Clinton admits that the US government created and funded Al-Qaeda in order to fight the soviet union, and she even considers that as a good thing. But she claims that the Americans are fighting Al-Qaeda nowadays.
The creation of ISIS to fight Assad was likely more of the same kind of strategy.
WASHINGTON, DC — Hillary Clinton received a classified intelligence report stating that the Obama administration was actively supporting Al Qaeda in Iraq, the terrorist group that became the Islamic State.
The memo made clear that Al Qaeda in Iraq was speaking through Muhammad Al Adnani, who is now the senior spokesman for the Islamic State, also known as ISIS. Western and Gulf states were supporting the terrorist group to try to overthrow Syrian dictator Bashar al Assad, who was being propped up by the Russians, Iranians, and Chinese.
In August 2012, a “SECRET” classified memo was sent to various top Obama administration officials and agencies, including to the State Department and to Clinton’s office personally.
t’s being called a ‘revolt’ by intelligence pros who are paid to give their honest assessment of the ISIS war—but are instead seeing their reports turned into happy talk.
More than 50 intelligence analysts working out of the U.S. military’s Central Command have formally complained that their reports on ISIS and al Qaeda’s branch in Syria were being inappropriately altered by senior officials, The Daily Beast has learned
WikiLeaks founder Julian Assange has stated his organization believes they are in possession of emails which prove Hillary Clinton was aware of the transfer of weapons from Libya, through Turkey, into Syria.
See the link below for xxtensive discussion of what we may reasonably infer from existing information on the events in Libya etc. as to detailed cooperation with ISIS.
“To date only OSF is willing to fund controversial documentation and advocacy that accuses European police of discriminatory practices,” the report brags and details how through the Fund to Counter Xenophobia (Xen Fund) and the Justice Initiative (JI) the foundation has spent in excess of 1.7 million dollars on creating reports and funding advocacy groups who’s purpose is to undermine the reputation of the police and accuse them of discrimination. http://www.breitbart.com/london/2016/08/16/soros-group-brags-accusing-european-police-discriminatory-policies/
"The latest developments in Syria are not, I believe, the result of some deliberate plan of the USA to help their “moderate terrorist” allies on the ground, but they are the symptom of something even worse: the complete loss of control of the USA over the situation in Syria and, possibly, elsewhere. Let me just re-state what just happened:
First, after days and days of intensive negotiations, Secretary Kerry and Foreign Minister Lavrov finally reached a deal on a cease-fire in Syria which had the potential to at least “freeze” the situation on the ground until the Presidential election in the USA and a change in administration (this is now the single most important event in the near future, therefore no plans of any kind can extend beyond that date).
Then the USAF, along with a few others, bombed a Syrian Army unit which was not on the move or engaged in intense operations, but which was simply holding a key sector of the front. The US strike was followed by a massive offensive of the “moderate terrorists” which was barely contained by the Syrian military and the Russian Aerospace forces. Needless to say, following such a brazen provocation the cease-fire was dead. The Russians expressed their total disgust and outrage at this attack and openly began saying that the Americans were “??????????????????”. What that word means is literally “not-agreement-capable” or unable to make and then abide by an agreement." from: http://thesaker.is/why-the-recent-developments-in-syria-show-that-the-obama-administration-is-in-a-state-of-confused-agony/

This argument stipulates that, because the decisions Clinton and Obama were making might possibly create an environment in which an organization like ISIS would be created, then they "helped found" that organization.
If we accept that (logically dubious) premise, then not only are there literally thousands upon thousands of people who also "helped found" ISIS, every other organization that has ever been founded was also "founded" by an equally long list of people, and even further, every competitive or military organization was "founded" by its competitor or enemy.
Bill Gates helped found Apple. (Surely some of the decisions Microsoft made created an environment conducive for Apple to arise.)
Woodrow Wilson helped found the Nazi party. (After all, he participated in the Paris Peace Conference.)
King George helped found the United States. (creating conditions conducive for revolution...)
